Harford County Court Records

Harford County court records consist of official documents, case files, and administrative materials created during legal proceedings within the county. These records are a permanent account of court actions, legal disputes, rulings, and final judgments. The county’s Circuit Court and the District Court are the primary trial-level courts and maintain custody of these records. Court clerks generate, file, and preserve court records in compliance with Md. Code, Gen. Prov. § 4-101).

Court records operate separately from vital records, law enforcement arrest reports, and federal court files. However, the information may cut across when matters affect public safety or document legal history. Access to county court records follows the Maryland Rules on Access to Court Records (Md. Rule 16-902). These rules define which records remain open, restricted, or confidential.

Yes. Public access to Harford County court records is permitted under the Maryland Public Information Act and the Rules on Access to Court Records (Md. Rule 16-902). To support transparency and allow public review of court activity, civil lawsuits, criminal cases, and land records are available for inspection by interested persons.

However, some records are not open to the public because state law and court rules protect privacy, safety, and sensitive information. If a record is in a protected category, access may be limited or denied. Common examples of these exemptions include:

  • Documents filed by a physician on an alleged disabled adult
  • Documents filed by a guardian concerning the property of an alleged disabled adult
